ADSWAC Project Mid-Term Consultant Evaluates Implementation in Cuangar and Calai

As part of the ADSWAC Project evaluation, mid-term consultant Mr. Jorge Brandolin carried out a technical and institutional mission to the province of Cubango, with the objective of monitoring progress achieved, identifying challenges, gathering best practices, and listening to the project’s main beneficiaries.

The mission began with a courtesy visit to the Deputy Governor of Cubango for the Political, Social and Economic Sector, Dr. Helena Lourenço Chimena. During the meeting, the lines of cooperation between the provincial government and the project were discussed, emphasizing the importance of strategic alignment for the sustainability of the actions.

Subsequently, the consultant met with representatives from the Provincial Directorates of Environment, Agriculture, Fisheries and Livestock, GABHIC, ADPP’s provincial focal point, and the national project implementation team.

Municipality of Cuangar

During his visit to Cuangar, the consultant visited several Producers’ Organizations (POs), local institutions, and infrastructures supported by the project.

  • Producers’ Organization No. 4 – 17 de Setembro: Members shared successful experiences, highlighting the use of organic compost, improved stoves, and good community health practices. The Municipal Director of Energy and Water emphasized the positive impact of these actions on local communities.

  • Producers’ Organization No. 23 – Naievo Community: The local chairwoman led the visit and showcased the results of technical and practical training. The consultant interacted directly with members, symbolically participating in agricultural activities.

  • Primary School (CC01) Climate Center 01: Students from school patrols presented activities carried out during the holiday period, including the maintenance of papaya, moringa, and lemon tree nurseries. These actions contribute to raising environmental awareness among young people.

The mission culminated in a meeting at the Cuangar Municipal Administration, where the Deputy Administrator, Architect Jorge Ruben, stressed the importance of the partnership between the ADSWAC project and the local administration in promoting sustainable development.

Municipality of Calai

In the municipality of Calai, the agenda included visits to Producers’ Organizations, community centers, and meetings with local authorities.

  • Producers’ Organization of Suediva No. 12: The community welcomed the consultant enthusiastically, with emphasis on reports about organizational structuring, formal registration, and the functioning of agricultural management committees. The local Soba shared the community’s future aspirations.

  • Climate Action Center: The consultant learned about the activities developed at the center, including the exhibition of materials and dialogue with the technical team about challenges faced, lessons learned, and areas for improvement.

  • Producers’ Organization of Lupololo: Visits were made to individual fields and the PO’s model field, where members shared the impact of the training received, evidenced by improvements in agricultural practices and yields.

During the mission, the consultant was received by the Deputy Administrator of the municipality, who underlined the project’s positive effects on the lives of local communities. Meetings were also held with the municipal directors of Energy and Water, Inspection, and Agriculture, where technical aspects and strategies for future collaboration were discussed.
